Vice President of Government Affairs: Senate Focus

Compensation: $190,000 – $260,000

I. Position Summary

The AI Policy Network is dedicated to preparing America for the era of artificial superintelligence by advancing technically grounded, security-oriented policy solutions. We work to ensure that as AI systems grow more capable, the United States has the governance frameworks, institutional capacity, and political will to keep these systems safe, secure, and aligned with democratic values.

The Vice President of Government Affairs will be central to that effort, serving as a senior role focused on Senate engagement to translate AIPN’s policy vision into durable legislation. Working with the President of Government Affairs, this position co-leads AIPN’s legislative strategy with primary responsibility for Senate-focused execution, driving AIPN’s policy priorities into concrete legislative outcomes in the upper chamber. The ideal candidate brings deep, trusted relationships within the Senate, substantive policy expertise, and the political acumen to build bipartisan coalitions around AI safety and national security imperatives.

II. Responsibilities

A. Congressional Engagement (Senate Focus)

  • Build and maintain relationships with Senate leadership, committee chairs, ranking members, and key staff on relevant committees (Commerce/Science/Transportation, Armed Services, Intelligence, Judiciary, Homeland Security & Governmental Affairs, Foreign Relations, Appropriations).
  • Serve as AIPN’s primary point of contact for half of Senate offices on AI governance questions.
  • Organize briefings, roundtables, and meetings with Senate members on AI policy issues.
  • Provide real-time intelligence on floor schedules, committee markups, and amendment opportunities.

B. Strategic Advocacy

  • Develop and execute Senate-specific legislative strategies around AGI preparedness, frontier AI safety, and national security.
  • Coordinate with the President of Government Affairs to ensure coherent bicameral strategy.
  • Identify and capitalize on legislative windows, including appropriations, NDAA, and authorization bills.
  • Build bipartisan coalitions across national security, civil liberties, and responsible industry stakeholders.

C. Policy Development

  • Draft bill language, amendments, hearing questions, testimony, and talking points in collaboration with AIPN’s policy team.
  • Produce policy memos and briefing materials tailored to Senate audiences.
  • Craft messaging that frames AI safety through national security, economic resilience, and democratic governance lenses as appropriate.

III. Qualifications

A. Required

  • 8+ years in federal government affairs, lobbying, or senior Senate staff roles.
  • Deep, established relationships with Senate leadership offices and relevant committee staff.
  • Proven track record advancing complex technology, national security, or regulatory legislation through the Senate.
  • Strong understanding of Senate rules, procedures, and strategic opportunities.
  • Experience with technology, AI, national security, or related policy areas.
  • Exceptional written and verbal communication skills.
  • Bachelor’s degree.

B. Preferred

  • Senior staff experience (LD, CoS, Staff Director) on Senate Commerce, Armed Services, Intelligence, Judiciary, or Homeland Security Committees.
  • Direct experience with appropriations process, NDAA, and other major legislative vehicles.
  • Track record building bipartisan coalitions on technology or national security issues.
  • Advanced degree in law, public policy, international relations, or related field.
  • Familiarity with AI safety concepts and the technical dimensions of AI governance.
